Outbreaks of meningitis and typhoid are expected in November, December, and January in Cote d'Ivoire's rebel-held north region. Medecins Sans Frontieres reports that health services in the area have been functioning at 30 percent of normal capacity since September 2002, when the civil war broke out in the north. As a result, many residents in the area have not received vaccinations and are not protected against these and other vaccine-preventable diseases.
